Welcome to the Horizon Walker Tier List! This guide ranks each character with the assumption they're maxed out with their exclusive weapon at max level, offering insights for endgame players.
If you're just starting, note that many characters in the lower tiers can still carry you far. Once you're more established, consider transitioning to higher-tier characters for even greater strength.
While this list provides a general ranking, every character has unique traits and playstyles. Try them out yourself—you may find hidden gems! With the right build and investment, even "weaker" characters can shine.

While this tier list offers an overview of the character rankings, we recommend checking out our Team Compositions and Recommendations Guide to help you get started and progress faster. Especially for new players, following the recommended team setups will help you build strong teams early on and improve your chances in both early and late-game content.
Important Note: Characters not included here are generally less relevant in the current meta. This list should serve as a reference, but feel free to experiment and find your own favorites.{alertSuccess}
- Pameni (Support): Unique EX support with teamwide movement boosts, shielding, and offensive buffs. Without her exclusive weapon, shield effectiveness drops, and she lacks attack buffs.
- Ileita (Strongest DPS): The highest overall DPS with powerful AoE, shields, and healing. Performs well without an exclusive weapon, though performance falls to A without it. Needs movement boost from Pameni.
- Nika: Core in endgame teams with self-sustaining stealth and resilience. Performs best with her exclusive weapon; otherwise, she might drop to A- or B.
- Everett (My fav character and my queen): She used to be the best character with high AoE damage, but lately, she's starting to fall off. Needs Nimsat for protection and is very reliant on her exclusive weapon; without it, she's B (overall A tier, but I can't do that to my queen).
- Ibena (DPS/Support): Great synergy with Pameni, providing fast attacks and good ranged support. Without an exclusive weapon, her damage decreases, and her ultimate slows down; her support utility is unaffected.
- Nimset (Tank): The best tank in the game, with taunt, AoE counter, and emergency healing. Very strong with her exclusive weapon; otherwise, too fragile and drops to B tier.
- Marim: Strong with stealth and anti-counter abilities. Great synergy with Nika for stacking poison. Without her exclusive weapon, she falls to B tier.
- Nonohaha (Support): Offers movement and shield buffs similar to Pameni. With an exclusive weapon and proper build, she can be S tier; otherwise, a solid A without it.
- Matros: High mobility and single-target damage, but fragile. Best paired with Ibena for countering; without her exclusive weapon, drops to B or C.
- Headless Knight: Good damage and countering ability, decent cost and anti-melee skills. Lacks potential without an exclusive weapon, may be pushed to C in the future.
- Gillen (Tank): Durable with decent taunt and magic resistance, but taunt range is very short. Could improve with an exclusive weapon.
- Pan Taeli (Evasion Tank): Low-cost taunt with decent evasion and unlimited counter-attacks but limited range. She can improve with an exclusive weapon.
- Min Ensu (Tank): Moderate abilities dependent on an exclusive weapon for effective shielding; her shield is very expensive and requires manual play for full potential.
- Lisandra (Nun): Once praised for versatility but now overshadowed. Without an exclusive weapon, lacks sufficient tank and healing strength (I still love her, but right now she's C tier).
- Ines: High single-target DPS with quick output but very fragile. Best for single-target, but lacks survival without an exclusive weapon.
- Bliss (Healer): Costly and overshadowed by other healers but may improve if new debuffer enemies appear.
- Delia (Small Queen): Mini version of Everett with weaker stats and limited utility.
- Rastina (Buffer): Boosts ally stats randomly; good as a side support but very inconsistent.
- Prestina (Tank): High health but lacks taunt and counters, limiting effectiveness as a tank.
- Guram (High-Evasion Shield): Good dodge skills, shield-breaking and counter-attacks, but limited to niche uses.
- Gopher (Burrow Shield): Avoids counters and can delay opponents but is low-impact in most strategies.
- Luize (DPS): Can inflict burn but lacks the strength of Nika.
- Kela (Burn Mage): Similar burn skills to Luize, with teleport but at higher cost. Limited use cases.
- Kulani (Earth Mole): Functions similarly to Gopher but lacks versatility.
- Sujuhi (Red Secretary): A great support for Nika, but limited support value otherwise.
- Walking Device: Good in early game, but overshadowed in recent content by more versatile supports.
