Welcome to the Horizon Walker Tier List! This guide ranks each character with the assumption they're maxed out with their exclusive weapon at max level, offering insights for endgame players.

If you're just starting, note that many characters in the lower tiers can still carry you far. Once you're more established, consider transitioning to higher-tier characters for even greater strength.

While this list provides a general ranking, every character has unique traits and playstyles. Try them out yourself—you may find hidden gems! With the right build and investment, even "weaker" characters can shine.

Change Log: Luise is one of my favorite characters, and her new skin looks amazing! But I really wish her weapon made her stronger.
For new players, she’s not worth building—better options exist, and her weapon isn’t a must-pull unless you have extra gold. However, endgame players looking for a fun unit might still enjoy her.
Her signature weapon improves her kit slightly, but she remains C-Tier.

Ironically, her weapon benefits Cora far more than her, turning her into a one-shot powerhouse capable of wiping the entire map with the right setup. While this interaction is strong, it’s too situational and not enough to push Cora higher in the rankings.{alertSuccess}


Tier List Explanation

Horizon Walker does a great job balancing characters, and as you progress to the endgame, you'll notice that some A and S rarity characters can even outperform EX units. This is why many lower-rarity characters climb the tier list when they receive their Exclusive Weapon or when new units synergize well with them.

To keep this guide concise, we’ll provide separate guides for each character, making it easier to check their strengths, builds, and best teams individually.

Tier List Criteria

This tier list evaluates characters based on:

  • Their performance with their Exclusive Weapon (or an alternative weapon for lower-rarity characters).
  • Their effectiveness in different content, including daily farming, Dopamine, event stories, and the new endgame mode.

Tier Rankings

S Tier – The Core of Your Teams

These are the strongest units in the game, essential for most teams. If you have them but haven’t built them yet—seriously, what are you doing?

They are the best carries and supports, forming the backbone of top-tier compositions. If you don’t own them yet, keep an eye out and try to obtain them along with their Exclusive Weapon if possible.

A Tier – High-Value Alternatives

These units are still very powerful but fall slightly short of S-tier characters.

Most of the time, they serve as replacements for S-tier units in secondary teams or for players who haven't obtained the top-tier options. Still, they're great investments, offering variety and flexibility in endgame content.

B Tier – Solid but Situational

These are good characters but have small flaws holding them back from A-tier status. They may struggle due to:

  • Lack of strong team compositions
  • Difficult mechanics or clunky playstyles
  • Inferior alternatives that outclass them in most scenarios
  • Niche roles that limit their usability

Only build B-tier units if you have a specific team in mind or if you really like the character.

C Tier – Early Game Viable, Falls Off Hard

These units perform decently in the early game but struggle to stay relevant in the endgame. If you’re maining a C-tier character, it’s highly recommended to switch to stronger options as soon as possible.

Exceptions:

  • Moles are useful in cheese strategies, where they dig down to block enemies while your team deals damage safely.
  • Luise & Yeon Chae-young – My personal favorites! They might climb up once they get their Exclusive Weapons (I have faith!).
  • Puppystepper – A decent option that can move up to B-tier if you don’t have Juha or need an AP bot with some healing for a secondary team.

For the rest, I don’t recommend building them unless you’re just looking to try out new characters.

D Tier – Just Don’t Bother

These units are completely outclassed and not worth your time. Skip them.
